Stronger PWD Verification: UPWDIS Rollout Conducted!

Surigao City – Rollout activities for the Unified Persons with Disability Identification System (UPWDIS) were conducted and attended by 44 Local Social Welfare and Development Officers (LSWDOs), Persons with Disability Affairs Officers (PDAO), and PDAO encoders last April 15, 2025, at Jakelou, Narciso St., Surigao City.

The event was led by the National Council on Disability Affairs (NCDA) and funded by the Provincial Social Welfare and Development Office (PSWDO) as part of the national implementation of the UPWDIS. This initiative aims to establish a stronger, more efficient, and more reliable identification system for Persons with Disability (PWDs).

According to the NCDA, the implementation of the UPWDIS was developed as a response to the serious issue of fake and fraudulent PWD IDs being used nationwide. Based on studies, it is estimated that the government has lost approximately ₱88.2 billion due to the illegal use of benefits and discounts. During the activity, the NCDA provided a technical orientation through six (6) resource persons and distributed digital sign pads to the attending LGUs.

The system aims to:

  • Verify the authenticity of PWD IDs
  • Prevent fraudulent use
  • Create a more transparent and accountable system
  • Establish a centralized national PWD database

It is also expected that a future directive will be issued mandating all establishments to accept only UPWDIS-generated IDs for the granting of PWD discounts.

The UPWDIS is a major step toward strengthening the integrity of the PWD identification system in the country, ensuring that benefits are reserved strictly for genuine and qualified beneficiaries.
